There is hereby created and established a Shade Tree Commission for the Village, which Commission shall be composed of six members, five of which who are residents of the Village and one member from Council. The member from Council shall be appointed by Council. The five members who are residents of the Village shall be appointed by the Mayor and approved by Council prior to the effectiveness of the appointment and shall serve at the pleasure of the Mayor and Council and may be removed at the discretion of the Mayor subject to the concurrence of Council.
