There is hereby created a Disaster Services Agency for the Village as an agency for the government, to prevent, minimize, repair and alleviate injury or damage resulting from natural disaster or enemy attack. The Agency shall consist of a Director and such additional members to be appointed by the Mayor. All officers and employees of the Village are hereby declared to be members of the organization, together with those volunteer forces appointed to aid them during a disaster.
