139.12 WORK WEEK; OVERTIME.
   (a)   The work period for all members of the Police Department, shall be fourteen consecutive days (the “Work Period”).
   (b)   Hours worked by members of the Police Department, excepting the Chief of Police, in excess of 80 hours during the Work Period shall be considered overtime. Hours worked include vacation leave, holiday leave and bereavement leave but do not include sick leave and compensatory time.
   (c)   In addition to the above overtime provision, hours worked by members of the Police Department, excepting the Chief of Police, on a day on which a member was not scheduled for active duty, shall be considered overtime, regardless of whether the hours worked exceed 80 in the Work Period.
   (d)   Notwithstanding the foregoing, time spent, outside normal working hours, by a member of the Police Department attending training required by the Police Department on a day on which they were not scheduled for active duty shall be compensated at the normal rate of pay unless the member’s total hours worked exceed 80 in the Work Period. Time spent, outside normal working hours, by a member of the Police Department attending training required to maintain their law-enforcement certification does not constitute compensable hours of work.
   (e)   Each member shall be compensated for all overtime hours worked at the rate of one and one-half times the member's normal rate of compensation.
   (f)   Members may elect to receive, in lieu of the above cash payment for overtime hours worked, compensatory time for such overtime hours at the rate of one and one-half hours of compensatory time for each hour of overtime worked.
   (g)   In no event shall a member be able to earn more than eight hours of compensatory time in a single Work Period.
   (h)   Members may accumulate a maximum of 200 hours of compensatory time. Accumulated compensatory time may be carried over from year to year. However, for any member who has accumulated from 200 hours up to a maximum of 480 hours at the time of the implementation of said maximum of 200 hours, such member shall be paid their regular rate of pay for all such hours in excess of said 200 hours.
