139.04 POWERS AND DUTIES OF POLICE CHIEF.
   The Chief of Police, as Marshal, shall be appointed by the Mayor, subject to confirmation by Council. The appointee need not be a resident of the Village at the time of his appointment, but shall become a resident thereof within six months after his appointment by the Mayor and confirmation by Council, unless such residence requirement is waived by ordinance. He shall be the head, under the Mayor, of the Police Department. He shall station all other officers in the Department under the general rules and regulations as the Mayor may prescribe. In case of any infraction, insubordination, malfeasance, misfeasance, nonfeasance, or in case of any other cause for suspension or discipline, under the laws of the State, of any member, the Chief shall forthwith file a full report in writing with the Mayor.
