(a) Appointments and promotions in positions in the Police Department, and the employment of members thereof, shall be made only within the appropriation of Council for such purpose. The various officers of the Department shall receive such compensation as fixed and authorized by ordinance.

(b) The Mayor shall, when making new appointments in the Police Department, provide a tenure credit not to exceed seventy-five percent (75%) for previous service in other police departments upon proof such service. For any appointment from July 16, 2014 to the effective date of the 2018 amendment to Section 149.10 of the Codified Ordinances, such tenure credit above shall also apply for military service credit. For any other full time members with previous military service, Section 149.10(c) shall apply.

(c) Effective July 19, 2023, all full-time and part-time members of the Police Department who have successfully completed their probationary period, are eligible for a marksmanship incentive in the amount of two thousand dollars ($2,000.00) annually for full-time members and seven hundred fifty dollars ($750.00) annually for part-time members to be paid in the first pay period of December of each year. To qualify for such an incentive, the member must achieve at least a passing score of ninety-five percent (95%) or greater on such member’s annual firearms requalification. (Ord. 4187.
