121.09 LEGISLATION.
   (a)   The following procedures shall apply to the adoption of ordinances and resolutions:
      (1)   Each ordinance and resolution shall be read by title only, provided the Council may require any reading to be in full by a majority vote of its members.
      (2)   Each ordinance or resolution shall be read on three (3) different days, provided the Council may dispense with this rule by a vote of at least three-fourths (3/4) of its members; that being a vote of five (5) in favor of dispensing with this rule.
      (3)   The vote on the adoption of each ordinance or resolution shall be taken by yeas and nays and entered upon the journal.
      (4)   Each ordinance or resolution shall be adopted, except as otherwise provided by law, by a vote of at least a majority of all the members of the Council; that being four (4) in favor of adopting such ordinance or resolution.
      (5)   Any ordinance or resolution shall contain only one (1) subject.
      (6)   All ordinances or resolutions shall be in effect after thirty (30) days from the date of their adoption unless the measure is determined to be an emergency measure necessary for the immediate preservation of the public peace, health, or safety of the Village, in which case it shall become effective immediately upon its adoption upon receiving a two-thirds (2/3) vote of all the members elected to the Council; that being four (4) in favor of adoption of any such ordinance or resolution.
   (b)   The following can request that legislation be placed on a Council agenda:
      (1)   Mayor.
      (2)   Fiscal Officer.
      (3)   Majority vote of all the members of the Council.
      (4)   Majority vote of all the members of a Council Committee as established in Section 121.08(a).
   (c)   Requests for legislation as provided for in subsection (b) may be made until 5:00 p.m. on the second Monday of the month, and the Village Solicitor shall provide Council and the Mayor with drafts of all legislation so requested no later than 5:00 p.m. on the second Thursday of the month. Requests for legislation submitted after 5:00 p.m. on the second Monday of the month may be deferred to the next month’s Council meeting.
