(a) At the first meeting of the Council in January of each even-numbered year, or as soon thereafter as may be practicable, the Mayor shall appoint, after consultation and mutual agreement, three (3) members of Council to establish the following standing Council Committees and who shall serve a period of two (2) years. The Mayor shall then choose one (1) person so appointed to act as chairperson for the Committee thereof. Such Council Committees shall be as follows:
(1) Finance: May consider and recommend on the budget, assessments, taxes, fees, transfer of property to or from the Village, and other financial matters.
(2) Public Improvements: May consider and recommend on such matters as the water supply, water and air pollution, sewers, trash disposal and the maintenance and repair of public property, and issues regarding building and housing.
(3) Public Safety: May consider and recommend on such matters as public health, police, fire, traffic, streetlights, use of public thoroughfares, and safety issues related to building and housing.
(4) Master Plan: May consider and recommend on such matters identified in the Strategic Master Plan dated December 2013 and its recommendations and milestones, and amendments.
(5) Committee of the Whole: May consider any matter appropriate for Council with the President of Council to preside at such Committee meeting.
(6) Committee of the Whole: May consider any matter appropriate for Council with the President of Council to preside at such Committee meeting.
(7) Additional Authorized Committees: Council may authorize any other committee deemed necessary.
(b) Council, by a majority vote of all its members, may also request that any of the above Committees consider and make a recommendation on a topic not listed above.
(c) Committees shall establish and publish notice of a regular meeting date, time, and place. Special meetings of a Committee may be called by the Chairperson upon at least three (3) days' notice. Agendas for Committee meetings shall be posted at the locations provided in Section 123.01 and on the Village's website at least three (3) days prior to the meeting date.
(d) Minutes shall be transcribed by a court reporter in the same manner as a regular Council meeting and the court reporter shall furnish a copy to the Village Clerk. A copy of these minutes will be part of the permanent record and shall be kept at Village Hall and be available to the public. The court reporter shall prepare and distribute draft minutes to committee members within twenty-eight (28) days of the meeting.
(e) A majority of the members of a committee shall constitute a quorum. In the absence of the appointed Chairperson, a quorum being present, a temporary Chairperson shall be selected by a majority vote of the members present and shall preside until the Chairperson appears, but in no event beyond such meeting.
(f) To avoid confusion, any member of Council attending a Village Council Committee, Commission, or Board meeting that is not the representative or a member appointed to that Committee, Commission or Board is considered a citizen at the meeting and may not "sit at the table" unless asked to do so by the Chairperson.
(g) No final action or a decision to present legislation or a recommendation to the Council shall take place without a majority affirmative vote of the Committee or as provided in Section 121.08(b) above.
(h) All meetings of the Council Committees shall follow the provisions of Chapters 127 and 129 of the Codified Ordinances, and the provisions of this Chapter 121, as revised or amended from time to time, or if none of the aforementioned laws are applicable, then Robert's Rules or Order.
