(A) For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
GARBAGE. Items including, but not limited to, kitchen refuse, decayed waste, dead animals or any thing that may decompose and become offensive and pose an immediate hazard to the public health.
WASTE. Items including, but not limited to, cinders, ashes, paper, plastic, metal, plaster, brick, stone, sawdust or sand and does not pose an immediate hazard to the public health.

(B) All municipal solid waste, for the purposes of this subchapter, shall be considered “garbage”.
