(A) It shall be unlawful for any person or persons to sell or make a gift of any alcoholic liquors or to procure any such alcoholic liquors for any minor or other person who is mentally, physically or otherwise incompetent whether due to natural disabilities or the prior consumption of alcoholic beverages.

(B) It shall be unlawful for any person to hire a minor regardless of sex under the age of 19 years to serve or dispense alcoholic liquors, including beer, to said licensee’s customers.
