A complete survey shall be made by a registered surveyor. Permanent reference monuments made of stone or concrete, at least 36 inches in length and 6 inches square with a suitable center point, shall be located and placed within the subdivision. These monuments shall be placed as soon as the grading of streets is completed and the cost of the monuments will be included in the cost of improving the streets. Iron pin monuments 3/4 inches in diameter and 30 inches long, shall be placed by the surveyor or engineer at all points on boundary lines where there is a change of direction and at all lot corners, before the final acceptance of plat.
