No building permit shall be issued by the Building Inspector or Clerk for any lot fronting on a proposed street that has not had a permanent base installed; that is not serviced by all other permanently installed improvements required by any section of this Code; that does not have access, by means of streets having at least a permanent base installed, to an existing dedicated street. If there is any failure to comply with or maintain continuing compliance with this section or any other applicable provision of this Code not in conflict with this section, then future building permits in the subdivision may be denied and previously issued building permits may be revoked and any work in progress pursuant to such issued permit shall cease and desist.
