All excavations within the dedicated right of way for sewers, water, gas, electrical conduit, or for any other reason over 5 feet in depth shall be shored. All trenches made or dug in existing or finished streets, whether or not dedicated and accepted, shall be back-filled to the subgrade elevation with gravel and the same shall be compacted either by tamping or flooding with water.
