The subdivider shall improve all streets or highways which are a part of the subdivision. Street shall be constructed as specified in the Village Standard Specifications and Drawings. No final grading or sidewalk or pavement construction or installation of utilities shall be permitted in the bed of any proposed street or other part of the plat until the street has been officially established and the plat approved by the Planning Board.
