(a) This article is created in accordance with F.S. § 403.064, and provides for the encouragement and use of reclaimed water to protect the environment and conserve the city’s potable water supply.
(b) Subject to the city’s Code of Ordinances and established policies, all powers, duties, and authorities relating to the operation of the facilities of the Utilities Department are vested in the Utilities Director, unless specifically vested elsewhere by the provisions of this chapter. In the absence of the Director of the Utilities Department, an individual specifically appointed by the City Manager may assume the powers, duties and authority vested by this section.
