Employee contributions, gifts, bequests, devises and appropriations to the fund shall be received by the Director of Finance who shall be liable for the safekeeping of the funds under his or her bond. The Director of Finance shall transfer to the Pension Fund all pension funds appropriated by the City Commission. The Director of Finance shall be responsible for making all payments and disbursements from the pension fund.
