It shall be unlawful for any solicitor or canvasser as defined in section 17-13 to engage in such business within the city without first obtaining a permit therefor in compliance with the provisions of this article. Such solicitor or canvasser shall also obtain a license if one is required by Chapter 13 of this Code.
