Sec. 16-38. Alcoholic beverages permitted only at designated places; sale; drunkenness.
   No person shall drink nor possess alcoholic beverages at any time at any beach or park except at specifically designated recreation centers pursuant to a Facility/Field Use Application, or at a beach or park pursuant to a Special Event Permit issued by the city. The sale or possession of alcoholic beverages by a concessionaire, or pursuant to a Special Event Permit or a Facility/Field Use Application, will be subject to the strict regulation and control of the Director. Sales of alcoholic beverages shall be served for consumption on the immediate premises. No person shall become drunk or be under the influence of intoxicating beverages. The City Commission may approve of certain holidays whereby the prohibition on consuming or possessing alcohol at the beach or a park is waived.
