Sec. 15-7. Minors; secondhand or junk dealers dealing with.
   It shall be unlawful for any person licensed as a secondhand dealer, junkshop keeper, or house-to-house secondhand buyer, or any agent, employee or servant of such licensee, to buy or accept personal property from any minor except that such licensee may purchase rags and wastepaper from such minors.
