Sec. 10-3. Lands to be kept free from matter occasioning hurricane hazards.
   All lands in the City shall be kept free from debris, vegetation (including trees) or any other matter, which by reason of height, proximity to neighboring structures, physical condition, or other peculiar characteristics, might, in time of hurricane winds, cause damage to life or property within the immediate area surrounding the same. The existence of any debris, vegetation or other matter as shall create such a hazard is hereby declared to be a nuisance.
