Any person, firm or corporation operating or attempting to operate a community antenna television system within the municipal limits of the city, without complying with the provisions of this chapter with particular reference to obtaining a franchise to conduct such business, or after having obtained such a franchise, by failing to comply with all provisions hereof, shall, upon conviction thereof, be punished as for a violation of this Code of Ordinances. Any day upon which a violation exists or continues shall be deemed a separate and distinct offense.
