No disinterment of any lot, crypt or niche shall be allowed except by the consent of the City Manager or his or her designee following written request by the owner or owners and in every case shall be made by the proper authorities. Provided, however, that any lawfully constituted authority may, with proper court order, disinter any body for the purposes of investigating a crime.
