Sec. 6-15. Excavations to be by city at owner's expense.

   To protect the cemetery grounds, and especially to protect the improved portions and lots therein from injury, all excavations shall be made by the city at the expense of the owners, under the jurisdiction and control of the City Manager or his or her designee.
