The Mayor and the City Clerk shall have full power and authority to issue a deed or deeds for the sale of lots in a cemetery, and crypts and niches in the mausoleum when the provisions of this chapter have been complied with by the purchasers thereof, and they have complied in all respects with the rules and regulations established by the City Manager or his or her designee.
