No person owning, harboring or having in his or her possession any dog or cat shall permit or allow such dog or cat to run at large within the City, or allow such dog or cat to be upon any street, boulevard, road or alley of city, unless accompanied by an attendant who shall have such dog or cat firmly held by collar and leash, which leash shall not exceed eight feet in length.
