Sec. 4-29. Kennel, stable, grooming parlors and pet shops.

   Every person who owns or operates a kennel, pet shop, stable, or grooming parlor must comply with the regulations of the City, and in the absence thereof, with the regulations provided by the county pertaining to kennels, pet shops, stables, and grooming parlors shall prevail.
