Sec. 4-28. Agents for protection of animals.
   The county or any society or association for the prevention of cruelty to children or animals organized under the laws of the State of Florida, may appoint agents for the purpose of investigating violations of any provision of Chapter 828, Florida Statutes or of any other law of the state, for the purpose of protecting children and animals or preventing acts of cruelty to them. All appointments of such agents by such societies or corporations existing or working in the city must have approval from the city com-mission, and a record of such appointment shall be kept by the city clerk.
