Sec. 4-12. Injuring animals, action required.

   It shall be unlawful for any person injuring any animal by running over or into the same, or coming into contact with the same, with a motor vehicle, motorcycle, bicycle, or other means of transportation, to fail to immediately notify the owner of such potential animal, the animal control officer, or the police department of the city.
