Sec. 4-10. Duty to remove dead animals from public streets and squares; cost.
   The owner of dead animals upon the public streets and squares shall, immediately upon notification, remove the same so as not to constitute a nuisance. If the owner fails to do so the city shall remove and dispose of such carcass, and charge the owner of the carcass, if known, the sum of twenty ($20.00) dollars for such removal and disposition.
