Sec. 4-7. Unlawful to keep stray animal.
   It shall be unlawful for any person in the city to harbor, feed, and/or keep any stray animal unless he or she notifies the Animal Control Division of the city within twenty-four (24) hours from the time the animal came into his or her possession. Upon receiving such notice, an animal control officer may take such animal and place it in the animal shelter. Upon demand by an animal control officer of the city, the stray animal shall be surrendered to the animal control officer. Failure to surrender the stray animal shall constitute a violation of this chapter.
