Declaration of legislative intent. It is the intent of this article to promote, protect and improve the health, safety and welfare of the citizens and residents of the city by authorizing the creation and use of an administrative board or Special Magistrate with authority to impose penalties to provide an equitable, expeditious, effective and inexpensive method of enforcing any codes and ordinances in force in the city where a pending or repeated violation continues to exist. Rules and regulations, consistent with the provisions of Florida law, necessary to carry out the provisions of this article may be adopted by resolution of the City Commission.
