§ 30.91 DUTIES.
   The Human Resources Director shall perform the following duties.
   (A)   Establish rules and regulations governing the following:
      (1)   Recruitment of employees;
      (2)   Hiring;
      (3)   Administration of all fringe benefits; and
      (4)   Other related personnel matters.
   (B)   Prepare, recommend, and enforce all rules, regulations, and procedures for the maintenance of personnel records and the personnel system, including all necessary forms and reports.
   (C)   Have control over and maintain all personnel files on employees within the city.
   (D)   Be responsible for employee relations and counseling, and establish policies governing employee grievances, labor negotiations, and contract administration, relationships with employee unions, affirmative action, and equal employment opportunity laws, and other applicable federal, state, and local laws, rules, and regulations.
   (E)   Work with the Civil Service Commission in the administering of all tests and other matters, including the maintenance of their records and files.
   (F)   Maintain a roster of all persons in the classified and unclassified service of the city.
   (G)   Certify approved appointments to the Finance Department for payment of salaries.
   (H)   Administer the classification plan of the city.
