(A) The Public Works Director shall be responsible for the management, supervision, and accomplishment of all non-utility city capital improvements and operations and maintenance projects. In addition, the Director shall be responsible for the maintenance of all city vehicles, for management of solid waste and recycling, and all matters relating to the construction, management, maintenance, repair, and operation of public lands, facilities, buildings, and physical properties of the city, which have not specifically been assigned to another department. The Director shall also:
(1) Review. Review of all subdivision plats, site plans, and other private projects for approval, comment, and disapproval, as required.
(2) Streets. All streets, boulevards, sidewalks, and public ways together with signs, catch basins, and other appurtenances, including sweeping and snow removal.
(3) Cemetery. Cemetery grounds, drives, gates, and fences.
(4) Parks. Park lands and improvements thereon except for baseball diamonds and swimming pools which shall be controlled and maintained by the Department of Parks and Recreation.
(B) The Public Works Director shall consult with the Parks and Recreation Board regarding any improvements to the parks and consult with the Board of Public Utilities regarding any improvements to a utility-controlled facility.
