The head of the Department of Safety shall be the Safety Director, who shall be the executive head of the Divisions of Police and Fire. He or she shall establish and designate crosswalks, safety zones, traffic lanes, and “no U- turn” areas; issue licenses as provided by law; regulate parking within the city; and make and enforce temporary traffic regulations to cover emergencies or special conditions. The Director shall send a copy of his or her journal entries concerning traffic matters, within five days of his or her action, to each member of the Traffic Commission.
