The chairperson of the Board of Public Utilities and the Executive Director of Utilities shall be the official designees of the city to represent the city in all state or federal government funding programs involving capital improvement projects of the municipal utility systems, and to do any and all things necessary or incidental thereto, including, but not limited to, the execution of forms and applications for funds or grants.
