§ 30.53 POWERS.
   The Board of Public Utilities shall have the power to:
   (A)   Supervise personnel. With approval of the Mayor and in keeping with the rules and regulations of the Department of Human Resources, employ, promote, transfer, suspend, reduce, or discharge all employees within the Department of Public Utilities necessary to operate and maintain each of the municipal utilities systems in good order and condition.
   (B)   Purchase equipment; limitation. Purchase all materials, supplies, and equipment necessary to ensure continuity of service in the several systems.
   (C)   Recommend compensation. Recommend the rates of pay and compensation for each class of employee of each municipal utility system, and recommend the placement on the salary schedule of new employees of each system.
   (D)   Enter into contracts. Enter into any lease or contract necessary and desirable for the proper operation of any of the systems subject to bidding requirements.
   (E)   Sign contracts. Sign all contracts by its chairperson or executive director.
   (F)   Make improvements. Make improvements and extensions, costing in each instance not more than $50,000, to the municipal electric, waterworks, and sewerage systems.
   (G)   Do all usual and proper things. Do any and all things that are usual and proper under prudent management to operate, maintain, and improve each of the systems.
