§ 114.22 TAXICAB SERVICE REQUIREMENTS.
   All persons engaged in the taxicab business in the city operating under the provisions of this chapter shall render an overall service to the public desiring to use taxicabs. Holders of owner’s licenses receive calls and dispatch taxicabs, answering all calls received by them for service inside the corporate limits in the city as soon as they can do so. If the service cannot be rendered within a reasonable time, they shall then notify the prospective passengers how long it will be before the call can be answered. Any holder of an owner’s license who shall refuse to answer a call anywhere in the corporate limits of the city at any time when the holder is open and has available taxicabs, or who shall fail or refuse to give overall service, shall be deemed a violator of this chapter, and the owner’s license granted to the holder shall be revoked at the discretion of the Taxicab License Board.
