No person shall operate a taxicab for hire or a public transit vehicle upon the streets of the city, no person who owns or controls a taxicab or operates a public transit vehicle shall permit it to be so driven, and no taxicab licensed by the city shall be so driven at any time for hire unless the driver of the taxicab shall have first obtained and shall have then in force a taxicab driver’s license issued under the provisions of this chapter.
