It shall be the duty of the Board of Public Utilities to perform the following.
(A) Manage and control. Manage and control the operation of the municipal electric, waterworks, and sewerage systems.
(B) Administer contracts. Administer and carry out the provisions of all agreements, contracts, trust indentures, and other legal obligations pertaining to the municipal utility systems.
(C) Maintain equipment. Control and maintain all property and equipment of the several systems.
(D) Fix rates. Fix all rates and charges to be made to the consumers of the waterworks, electric, and sewerage systems.
(E) Carry out Council directives. Carry out directives of Council regarding specific improvements to be made to the municipal utilities systems, including installation of additional street lights and fire hydrants.
(F) Bill customers, account for monies. Bill customers of the public utility systems, receive, account for, and pay over to the Department of Finance all monies derived from the operation of the municipal electric, waterworks, and sewerage systems.
(G) Approve payments. Approve for payment all expenses and wages incurred in the usual operation, maintenance, and improvement of the several systems.
(H) Keep records. Keep adequate records and accounts of all transactions of each system.
(I) Advertise for bids. Advertise for bids on all contracts involving more than $50,000.
(J) Obtain authorization. Obtain authorization from Council for any improvement, extension, or addition to municipal utility systems estimated to cost more than $50,000.
