The compensation provided for the city attorney in the basic salary ordinance of the city shall cover all his or her duties except those in connection with proceedings and appearances before the common pleas courts and higher courts or before county or state boards, and except those in connection with the preparation of assessments and the issuance of notes and bonds. The city attorney’s special compensation shall be at the usual and customary hourly rate for these services.
