(A) Bureaus and Departments. Each bureau and department shall furnish, upon the direction of the Mayor, any other department the service, labor, and material requisitioned by the head of the department, as its own facilities permit, through the same procedure and subject to the same audit and control as other expenditures are incurred.
(B) Bureau directors. The director of each bureau shall:
(1) Be responsible to the Mayor. Be immediately responsible to the Mayor for the effective administration of their respective bureau and all activities assigned thereto.
(2) Inaugurate sound practices. Keep informed as to the latest practices in their particular field and inaugurate, with the approval of the Mayor, those new practices which appear to be of benefit to the service and to the public.
(3) Report to the Mayor. Report to the Mayor as required or found necessary by the Mayor.
(4) Establish rules. Establish rules and regulations for the management and operation of their bureau.
(C) Department heads. The heads of departments shall:
(1) Be responsible to the Mayor, under the supervision of the respective bureau director. Be immediately responsible to the Mayor for the effective administration of their respective departments and all activities assigned thereto.
(2) Inaugurate sound practices. Keep informed as to the latest practices in their particular field and inaugurate, with the approval of the Mayor, those new practices which appear to be of benefit to the service and to the public.
(3) Report to the Mayor. Report to the Mayor as required or found necessary by the Mayor.
(4) Maintain records. Establish and maintain a system of filing and indexing records and reports in sufficient detail to furnish all information necessary for the proper control of departmental activities and to form a basis for the periodic reports to the Mayor.
(5) Establish rules. Establish rules and regulations for the management and operation of their departments.
