The Municipal Administrator shall be chosen solely on the basis of his or her executive, administrative, and managerial qualifications as judged by the adequacy of his or her training and his or her successful experience in private or public administration. At the time of his or her appointment, he or she need not be a resident of the city or state, but during regular municipal election held in the year his or her tenure of office he or she shall reside in the city.
