§ 30.08 DUTIES.
   The Mayor shall have the duties as set forth in the charter of the city and as provided by the Ohio Revised Code. In addition, it shall be the duty of the Mayor to perform the following.
   (A)   Appoint, dismiss, suspend, discipline.
      (1)   Appoint competent, qualified persons to the administrative service, and, except as otherwise provided, shall have the power to dismiss, suspend, and discipline all persons in the administrative service under his or her control. The City Council shall have the authority to determine which of such appointees shall be residents of the city and such appointees shall be residents of the city on assuming their duties and during the period of their service to the city, but need not be residents at the time of their appointment. Nonresident persons in the administrative service at the date of the adoption of this administrative code shall not be required to become residents.
      (2)   All appointments of the Mayor to the offices of Municipal Administrator, Finance Director, city attorney, and to any board or commission of the city shall require the confirmation of Council.
   (B)   Appoint to acting capacity. Designate any person to perform the duties of any position in the administrative service under his or her control which is vacant or which lacks administration due to the absence or disability of the incumbent until the absence or disability ceases.
   (C)   Budget report. Prepare and submit the annual estimate of receipts and expenditures and of appropriation measures and furnish to the Council full information on the financial condition and needs of the municipality.
   (D)   Meetings. Attend all meetings of Council unless excused by Council.
   (E)   Contracts. Execute personally or through a designee all contracts on behalf of the city except those pertaining to the Department of Public Utilities.
   (F)   Investment. Participate together with the Finance Director and the city attorney in the decisions regarding the investment of the city funds as authorized by ordinance and R.C. §§ 731.56 through 731.58.
