(A) The administrative functions of the city shall be organized under functional groups hereby designated as bureaus - Bureau of Public Services, Bureau of Public Safety, Bureau of Administrative Services, and Bureau of Public Infrastructure.
(B) Bureaus shall be organized and comprised as follows:
(1) Bureau of Public Services. Department of Public Works, Department of Recreation and Tourism, Department of Communications.
(2) Bureau of Public Safety. Department of Safety.
(3) Bureau of Administrative Services. Department of Law, Department of Finance, Department of Human Resources, Department of Planning.
(4) Bureau of Public Infrastructure. Department of Engineering, Department of Public Utilities.
(C) Subsequent changes to the aforementioned organization of bureaus and department and division assignments shall be made by the Mayor as he or she deems
appropriate.
