The Board of Public Utilities is authorized and directed to make bylaws and regulations as may be deemed necessary for the safe, economical, and efficient management, operation, and protection of the electrical distribution system, and for the construction, reconstruction, replacement, removal, improvement, maintenance, enlargement, additions, and connections to the electrical distribution system. Such bylaws and regulations shall not be repugnant to ordinances of the city, nor to the constitution or laws of the state.
