(A) Council determines that it is in the best interest of public health that the public water supply be fluoridated so as to have fluoride content of one part per million. The Board of Public Utilities is directed to cause the city water supply to be so fluoridated.
(B) After the plans and specifications for the fluoridation apparatus to be used in connection with the public water treatment plant prepared by the city engineers have been approved by the Ohio Health Department, the Board of Public Utilities is authorized and directed to advertise for bids and to enter into contracts according to law for the purchase and installation in the city water treatment plant of the necessary fluoridation apparatus and chemicals.
