§ 31.21 FRANCHISE, EXPENDITURE, OR TAX LEVY.
   All ordinances or resolutions granting a franchise, creating a right, or involving the expenditure of money or the levying of any tax, or for purchase, lease, sale, or transfer of property, shall not be passed unless the same shall have been read on three different days and, with respect to any such ordinance or resolution, there shall be no authority to dispense with this rule except by a three-fourths vote (six votes) of all members elected thereto. No ordinance or resolution can be passed without the concurrence of a majority (four votes) of all members elected thereto, and the vote on the ordinance or resolution shall be taken by “yeas” and “nays” and so recorded upon the journal.
