Regular meetings shall be held in the Council Chamber on the first and third Monday of each month at such time as determined by City Council. When the date of any meeting falls on a legal holiday or an election day, Council shall meet on the following day at the same hour. Council may dispense with any regular meeting or change the day and hour of holding any regular meeting.
