§ 30.116 BICYCLE SAFETY COMMISSION.
   (A)   There is hereby created and established a Bicycle Safety Commission for the city, which shall consist of nine members appointed by the Mayor including: a representative from the Police Division; a representative from the Parks and Recreation Department; a Bowling Green State University student; a Bowling Green High School student; a Bowling Green Junior High School student. At least two members shall be residents of the east side of the city as divided by Main Street, and four citizen members appointed by the Mayor. Of the four citizen members, at least two members shall be residents of the east side of the city as divided by Main Street, and at least two members shall be residents of the west side of the city so divided.
   (B)   The terms of student members shall be for one year. Terms for all other members shall be three years. Implementation of three-year terms will be effective June 1, 2008. To properly transition to alternating three-year terms, the following terms will be applied: terms number one and two to expire on May 31, 2009; terms three and four to expire on May 31, 2010; and terms five and six to expire on May 31, 2011; thereafter, all terms to extend three years.
   (C)   The powers and duties of this Commission shall include but not be limited solely to, developing and implementing bicycle safety educational projects to be conducted in the schools and elsewhere and directed toward both adults and juveniles; identifying and recommending the establishment of recognizable bicycle routes and bike-ways throughout the local area; conceiving, arranging, scheduling, and conducting bicycle safety checks, demonstrations, and participatory events, both competitive and noncompetitive; recommending appropriate bicycle safety legislation to the city administration or legislative authority, encouraging the enforcement of state laws and city ordinances pertaining to the ownership and operation of bicycles; working with local service clubs and other interested agencies as required to ensure coordination of effort toward a total bicycle program; and promoting bicycle safety by obtaining maximum publicity for the goals and programs developed by the Commission, and by participating as required in meetings, conferences, seminars, and workshops. This Commission may also be delegated other specific or general powers or functions by the Council of the city.
   (D)   This Commission shall organize annually to elect a chairperson, vice-chairperson, and secretary. Meetings shall be held at the call of the chairperson and at such other times as the Commission shall determine.
      (1)   A majority of the members present shall constitute a quorum for the transaction of business. The Commission shall adopt rules for the transaction of business and keep a journal of its proceedings.
      (2)   The Commission may call upon the various departments of the city for assistance in the performance of its duties, and it shall be the duty of such departments to render such assistance to the Commission as may be reasonably required.
