(A) The Bowling Green Housing Agency is hereby created to oversee and administrate the existing Section 8 Rental Assistance Program for the city.
(B) The Bowling Green Housing Agency shall be managed by a Board of Trustees, which shall consist of five members, periodically appointed by the Mayor, to represent health care providers and other professionals. The terms of office for each trustee shall be four years. The term of office for the first two appointments shall terminate after two years, for the third appointment in three years, and for the fourth and fifth appointments in four years, and thereafter, all terms shall expire four years after appointment. Terms as trustee shall be limited to two successive terms or ten years of service, whichever is longer. Once a member has served on the agency for the maximum successive time permitted herein, a discontinuance of service for at least one year shall be required before the former member may be reappointed as a trustee for a new term.
(C) The Board of Trustees shall organize annually by electing a chairperson, a vice-chairperson and a secretary, and such other officers as it deems convenient. The Board shall annually, or as it sees fit, adopt rules for the transaction of business and keep a journal of its proceedings and minutes.
(D) Meetings of the Board of Trustees shall be called on an as needed basis by the chairperson, or the Mayor, or by three members of the Board of Trustees. A majority of the Board of Trustees shall constitute a quorum for the transaction of business.
(E) Meetings of the Board of Trustees at which any final action is to be taken or a decision rendered shall be open to the public, and any action taken or a decision rendered at any meeting from which members of the public are excluded, except for misconduct, shall be void.
(F) Vacancies on the Board of Trustees shall be filled for unexpired term in the same manner as the original appointment was made.
