Every city board and commission, except the Planning Commission, shall organize annually to elect a chairperson, vice-chairperson, and secretary, and other officers as convenient. The Planning Commission shall organize annually to elect a chairperson and vice-chairperson, and other officers as convenient, except that the secretary to the Planning Commission shall be the Planning Director. Each city board and commission shall adopt rules for the transaction of business and keep a journal of its proceedings. Only members who are not city employees may serve as chair of city boards and commissions.
